Solución:
¿Probablemente también falten todos los contenidos de la carpeta sdk / tools?
El mejor método para resolver este problema es ir a la carpeta sdk / temp. Allí encontrará un archivo zip con un nombre como “tools_r24.0.1-windows” (el número de versión será diferente)
Cópielo en algún lugar y extráigalo. Dentro de la carpeta extraída tendrá una carpeta llamada ‘herramientas’
Copie esa carpeta en sdk / y reemplace la carpeta de herramientas actual en sdk /
¡Y voilá! ¡SDK y AVD funcionarán nuevamente y todos sus dispositivos virtuales serán restaurados!
La mejor solución que tengo es descargar las herramientas SDK solo desde: http://developer.android.com/sdk/index.html
