Probablemente alguien entiende tabularx🙂
La nota al pie en tabularx está diseñado para permitir página notas al pie con el texto al final de la página. Si no está viendo el texto, lo más probable es que tenga la tabla en algún otro cuadro (como un flotante) que inhibe las notas al pie, estén o no en una tabla.
Si desea notas de mesa, la forma estándar de látex es poner el tabular en un minipage luego, las notas a pie de página vienen al final de la minipágina.

Su MWE editado funciona para mí dando notas a pie de página:
la lista de archivos muestra que su MWE carga 166 archivos, aproximadamente todos no necesario para este ejemplo, por lo que es demasiado pedirle a alguien que lo depure. Adjunto mi lista a continuación. Comenzaría por eliminar todo lo que no estás usando. en ese ejemplo la nota al pie push / pop de las otras unidades de respuesta (y todo el código l3exp) de hecho, hasta donde puedo ver su MWE solamente usos tabularx lo más probable es que obtenga notas a pie de página y, a continuación, vuelva a colocar los paquetes que cree que necesita. Si las notas a pie de página van, es un problema con ese paquete.
